The personal documents are two types one is Educational Document and another one is non-Educational Document. The process of Attestation or Apostille or Embassy Legalization depends on the types of the Document, State of issuance of the Document and the type of the destination Country.
In the viewpoint of Attestation / Apostille or Embassy Legalization, the Countries are divided into two types one is a Hague Conventional Country (HCC) and another is non-Hague Conventional Country. If the destination Country is a Hague Conventional Country then all the Personal Documents, including both Educational and non-educational Documents, will finally be Apostilled from Ministry of External Affairs (MEA) Government of India. But in spite of the destination Country is a Hague Conventional Country, the Commercial document will be legalized from the Embassy or Consulate of the destination Country present in India.
The Educational Document Attestation process starts from the Attestation from Notary Public (Notarization). In the second step, the Document will be Attested anyone from Higher Education Department, Human Resource Department (HRD), General Administrative Department (GAD), Home Department etc. of the state of issuance of the Document. In alternatively the Attestation could be done from Sub Divisional Magistrate (SDM), New Delhi. The above said two steps of Attestation are mandatory both for Hague Conventional as well as non Hague Conventional Countries.
If the destination Country is a Hague Conventional Country then the final process will be done from Ministry of External Affairs (MEA) as Apostille. On the other hand if the destination Country is a non Hague Conventional Country and its Embassy or Consulate present in India, then the Document will be finally legalized by the Concerned Embassy or Consulate.
Commercial Document or Export Document Attestation and Legalization process starts from the Attestation of Notary Public (Notarization). Then the Commercial Document will be attested from Chambers of Commerce (CoC). In India there is around twenty nine Chambers of Commerce like Indian Chambers of Commerce, PHD Chambers of Commerce, ICFAI, Bombay Chambers of Commerce etc. Finally the Commercial Document or Export Document will be Attested and Legalized from the concerned Embassy or Consulate present in India.
